Islamabad: 1. A meeting under the chairmanship of Mr. Ishtiak Ahmad Khan, Secretary Election Commission of Pakistan was held today in the Election Commission of Pakistan Secretariat, Islamabad. Raja Hasan Abbas, Additional Secretary. Establishment Division; Muhammad Anwar Khan, Senior Joint Secretary, Ministry of Finance; Mr. Hasan Masood, DAG, AGPR and Muhammad Tanveer Akhtar, Director, FBR attended the meeting. Mr. Muhammad Afzal Khan, Joint Secretary (B), Syed Sher Afgan, Joint Secretary (E), Mr. Imtiaz Alam, Joint Secretary (A), Raja Ghias-ud-Din Balban, Joint Secretary (TRE), Qazi Khurshid, Deputy Secretary and other senior officers of the Election Commission were also present in the meeting.
2-The Secretary, ECP, as per agenda of the meeting, briefed the participants and the following issues were discussed and decided in detail:
i- The Secretary, ECP, after due deliberation, made it clear that like all autonomous bodies, the Election Commission of Pakistan, also being an independent and Constitutional body, shall formulate its own rules and shall not require to follow the instructions issued to Ministries/Divisions as it negates the spirit of complete independence and autonomy as envisaged in the Constitution of Pakistan and various judgments of the Hon’ble Supreme Court of Pakistan.
ii- Regarding implementation of the recommendations of the workshop on political finance held on 3rd April 2010 and the issue regarding annual declaration of assets and statement of election expenses by the public representatives, it was unanimously decided that nomination papers, declaration statements, etc needs to be amended, improved according to law and strictly implemented. Furthermore, to make this process meaningful in a real sense, a mechanism was also agreed to be devised for streamlining the political finance in collaboration with AGPR, Auditor General, and FBR.
iii- It was decided to prepare a panel consisting of persons who has been, or is, or, at the time of his retirement as a District and Sessions Judge, was qualified to be, a Judge of a High Court for Election Tribunals in September 2011 for speedy trail and disposal of election petitions in accordance with the provisions of Section 67 of the Representation of People Act, 1976 wherein an election petition is required to be decided within four months after its receipt the same on day to day basis.
vi- About fixation of tenure of Members Election Commission, it was decided to make provisional payment of salaries to the Hon’ble Members of Election Commission.
vii- About Upgradation of posts in BPS-1 to BPS-20 alongwith their incumbents’ officials of the Election Commission of Pakistan, a decision was made to prepare minutes for upgradation of all the BPS-1 to 20 posts in ECP.
