Prime Minister chairs meeting of National Disaster Management Commission

 

Islamabad, February 21, 2013 (PPI-OT): Prime Minister Raja Pervez Ashraf presided over the 4th meeting of National Disaster Management Commission at the PM’s Secretariat this morning.

In his opening remarks the Prime Minister said that the test of the Commission’s performance and efficiency lies in the quick response to the rescue and relief that it can undertake in the event of disasters.

The Prime Minister stressed the need for strengthening coordination between National Disaster Management Authorities and among Provincial Disaster Management Authorities to effectively conduct rescue and relief operations. He said that government believes in a policy of adopting proactive rather than reactive approach and focusing on preparedness and disaster risk reduction.

The Prime Minister also stressed the need to manage disasters though consistent, sustainable and coherent policies and plans. The meeting took up several agenda items for its consideration and approval.

The meeting approved the proposed composition of NDMC under which the Ministers of the devolved Ministries of Health, Social Welfare and Special Education were replaced with Ministers for Climate Change, Water and Power and Information and Broadcasting. It also approved the induction of three members of civil society in the commission.

The National Disaster Risk Reduction (DRR) policy was also approved by the Commission which provides an overall guiding framework for addressing high levels of disaster risks and covers both natural and human induced disasters. Its objectives were to create integrated national capacity, create multi-hazard early warning capacity, strengthening an integrated disaster preparedness and response capacity, and strengthening the structural and non-structural resilience of key infrastructure.

The meeting was informed that the DRR was prepared in consultation of all stakeholders at the federal and provincial level and would be adopted by the Provincial Disaster Management Authority.

The meeting took stock of the proposed National Disaster Management Plan (NDMP) and approved it. The meeting was informed that the NDMP has four components which includes National Disaster Management Plan, Human Resource Development Plan on Disaster Management, National Multi-Hazards Early Warning Plan and Instructors’ Guidelines on Community Based Disaster Risk Reduction. The meeting was further informed that the Plan is first of its kind in the region and would be pursued with all concerned agencies for implementation by NDMA in a phased manner during next ten years. The plan would be a landmark achievement of the NDMA.

The meeting also considered the proposed National Disaster Response Force (NDRF) and approved it. The meeting was informed that the NDRF will not only be active and efficient during disasters but also during normal times.

The meeting accorded ex post facto ratification for support to friendly countries which included flood affectees of Sri Lanka in 2011, Earthquake affectees of Japan in 2011 and earthquake affectees of Turkey in 2011.

The meeting was attended by Syed Naveed Qamar, Minister for Defence, Mrs. Hina Rabbani Khar, Minister for Foreign Affairs, Dr. Arbab Alamgir, Minister for Communication, Mr. Saleem H. Mandviwala, Minister for Finance, Senator Rehman Malik, Minister for Interior, Rana Farooq Ahmad Saeed, Minister for Climate Change, Ch. Ahmad Mukhtar, Minister for Water and Power, Engineer Shaukatullah, Governor KPK, Nawab Zulfiqar Magsi, Governor Balochistan, Maj Gen M. Saeed Aleem, Chairman NDMA and other senior officials.
